Roof rack accessories are prone to making wind noise but there are a couple ways to help reduce it.

If the surface the wind passes over has a consistent shape the disturbance becomes tonal and at certain frequencies very annoying.
If you can move the rack further back on the crossbars that should help but what would help the most is a fairing for the crossbars.
I have found there to be a lot of wind noise from the towers and cross bars without the j racks installed even at low speeds.

I get better mileage with a huge thule box and single bike carrier with no bike with no fairing then i did with nothing but the fairing.
Although wind fairings do not eliminate the noise 100 percent it does minimize it significantly to prevent you from being distracted while you are driving.
The wind noise we hear from some roof racks is known as aeolian no ise and is produced by wind when it passes over or through objects.
